Institutional Review Board History

The history of the Haskell Institutional Review Board (IRB) began from a research conference “Research Review in Indian Country, Setting Our Future Agenda” held on the Haskell campus in spring of 2002.

An inspiration to the development of the Haskell IRB is Dr. William Freeman.  Dr. Freeman chaired the Indian Health Service (IHS) Headquarters IRB for 11 years.  Dr. Freeman currently leads the Northwest Indian College IRB, as well as being the tribal college’s head of Tribal Community Health Programs.

Rebecca Welton, chair, along with a committee of faculty and staff from Haskell and the University of Kansas Center for Research, worked to develop the IRB process over the summer of 2002. This effort included development of the mission statement development of the Haskell IRB process with significant contribution from the University of Kansas’ Human Subjects Committee Director, David Hann.

Moving forward, a number of Haskell faculty and staff served as IRB members charged with the review of proposals to warrant compliance with federal guidelines and to ensure compatibility with the goals of Haskell.

The IRB has been successful since its inception reviewing proposals from faculty, and staff and continues to see majority of the applications from off-campus or out of state.
